Categorical program funds (a.k.a. categorical programs, categorical funding) is money designated by law for a specific program and the funds may not be used by the federal government, state government, school districts or schools for any other purpose. Examples of categorical program funds are the federally funded “Title I Program” for improving the academic performance of economically disadvantaged students and the California state funded “Instructional Materials, Supplementary Materials for English Learners” to accelerate pupils as rapidly as possible toward grade-level proficiency in reading, writing, and speaking English.
